COUNCIL .
CONTROVERSY OVER CITY BOUNDARY . Herefordshire County Council , at its meeting at Hereford on Saturday , Alderman James Corner ( Chairman ) presiding , proceeded to fill two vacancies , in the place of Sir Herbert Archer Croft , for the Lugwardine Division , and Mr. Henry Walker , deceased , for the Bar- tonsham Division of Hereford City . The for- mer was filled by the election of Mr. E. C. Andrews , Sutton , and the latter by the election of Mr. George Andrews , Hafod road , Hereford . On the recommendation of the Roads Com- mittee it was decided that the payment of £ 690 which had been witheld in regard to the roads in the Wigmore district should now be made . It was also decided to allow the Roads Com- provisional grant , not exceeding £ 10,000 , for the expenditure to the end of the present quarter ; also £ 1,000 for the roads in Dore and South Hereford district , to be ex- pended by the County Surveyor . The estim- ated cost of the county main roads next year was £ 54.576 .

The Agricultural Committee had called the attention of the Food Controller and the Board of Agriculture to the serious inconvenience and loss to farmers through not being allowed to grind and use their damaged corn and tail- and having to buy feeding stuffs at ings greatly enhanced prices . Alderman Preece said that in regard to dam- aged grain and tailings , the matter was caus- ing grevious complaint among the farmers .
Some of the farmers had sold their damaged grain at 7s . per bushel and had had to give 12s . to 13s . for an equivalent of feeding stuffs . ( A Voice : " More than that . " ) the Mr. Watkins explained that owing to scarcity of food less milking offals were now made , everything possible being set aside for flour and bread .
WOMEN ON FARMS . The War Agricultural Committee reported that there were at least 1,189 women farm workers in the county . In addition there
were 194 Land Army girls that had been placed on farms since April , 1917 , and of these 110 were still in employment in the county . A scheme had been drawn up showing how it was proposed to obtain the remaining 16,000 agres of land in the county that the Board of Agriculture required to be brought into culti-
vation .
The estimated expenditure for the ensuing quarter in respect to small holdings was £ 697 making of total of £ 1,129 . The Finance Committee reported that £ 10,000
had been invested in National War Bonds . It had been decided to adopt the resolution of the Montgomery County Council that all cer tificates of exemption from dog license duty should be abolished . The payments to the Education Committee during the quarter had
been £ 17,089 .
TOWN - PLANNING SCHEME .
In regard to housing and town planning the Parliamentary and Legal Proceedings Com- mittee recommended the Council to oppose the city in making the Act applicable to area outside the city boundary .

PETTY THEFTS .
John Nixon , a farm labourer , of no fixed abode , but who had been staying a few weeks at Alton , Dilwyn , was brought up in custody charged with stealing a razor , and a pair of boots of the value of 8s . 6d . , the goods of Eliza Preece , a widow , who lives at Alton Cross , Dilwyn . Prisoner was further charged with stealing a razor from the Holly Bush . King's Pyon , belonging to James Martin , a farmer , and also a bicycle pump from the Field Farm , Weobley , the property of Miss Millicent Lloyd . The razors and pump were recovered from persons to whom the prisoner had sold them and the boots prisoner ad- mitted burning after P.S. alatthews had found the nails out of them among some ashes in the empty cottage that he occupied .
Prisoner having pleaded guilty to all three charges he was sentenced to 21 days imprison- ment in each case , the sentences to run con- currently .

Alice
George Henry Busson , labourer , and Busson , his wife , of Mansel Lacy , were charged with neglecting their five children in a man- ner likely to cause injury to their health . the Inspector McKee gave evidence as to the dirty state of the house , which was des filthy , half - dressed state of the children and titute of furniture , crockery , cooking utensils , or bed clothing , on his visits in October , He stated he November and December 20th . had warned them each time and the family had been on the books of the National Society for the Prevention of Cruelty to Children since 1911. He did not find any signs , of drink- He ing on the part of either defendant . the female defendant . thought it was pure idleness on the part of
