REFUSAL TO ALLOW ANY SEAKORNE TRADING . Everything possible is being done by the Ger- mans to prevent Holland securing the supplies which the Allies have placed at her disposal as the result of the taking over of the Dutch ship- ping and various previous negotiations . The offer was made , for instance , for the Ken- nemerland to go to Holland with supplies on con- dition that another vessel came out , but the Germans have refused to allow any Dutch mer- chant traffic to continue , and owing to the threats made by the Germans against Holland , the Dutch Governmtent have had to issue an order that no Dutch vessels other than sailing and fishing ves- sels may put to sea . It should be added that , while the Allies pay good rates for the Dutch vessels which they have taken over , Germany refuses to allow any sea - borne trading , and thus not only ruins the Dutch ship- owner , but does her best to starve the Dutch popu- lation .
