It is probable that an order will be issued pro- viding that during the winter months all shops shall be closed at four o'clock in the afternoon , with the exception of those which sell food , tobacco , newspapers , and the like . Many shops close already at 5.30 , but the saving of heat and light for an extra hour and a half in respect of thousands of shops is a matter of no small impor tance .
