The accompanying article is headed "MEMBER FURIOUS AT HORRIFYING RATE INCREASE".

The "Member" referred to in the heading is Mr. David Gibson-Watt M.C., M.P. for the Hereford constituency (which took in Ross) who was replying to a letter he had received from Ross Chamber of Commerce. In the letter he expresses his displeasure with the level of increase in the general domestic rates (a predecessor to today's Council Tax) and what action he had taken. He was a Conservative M.P.. In February that year, the Conservatives had lost the general election to the Labour Party.

The Town Council's response to the increase was to organise a petition signing event at the Council offices.

The South Herefordshire District Council petition, being signed here by two women, was subsequently presented to the Hereford M.P.
