The car park is located on waste ground that was formerly the site of the primary school on Cantilupe Road.

Its use as a car park was intended to be a temporary arrangement until the Council could proceed with their plan to build a new library and magistrate's court on the site. However, work on constructing a new library did not commence until nine years later in 1985.
