The insignia above the rank braid is a small crown above an eagle (not albatross, the Air Ministry Orders of that time were quite specific about the bird's description).The uniform the RAF officer wears is a fist pattern introduced upon the RAF's formation and is Khaki in colour (not blue as usually associated with the RAF) (Source:Britairforce.com). He is leaning against the backcloth of a panelled room which appears in many later Bustin portraits.

He is perched on an exterior window sill with a domestic interior behind. The photograph was presumably taken when he was Colonel of the Fourth Battalion of the Militia [1897-1908].
