He was born in 1834, a partner in the family bank Cocks, Biddulph and Co., and Liberal MP for Hereford county 1856 - 86 and Ross-on-Wye after boundary changes. He was Deputy Lieutenant for the County and became Baron Biddulph of Ledbury in 1903. He died in 1923 and was buried in Donnington Church.

    Description: Colour photograph of Charles Howard, 11th Duke of Norfolk, 1746 - 1815. His married his second wife Frances Fitzroy-Scudamore in 1771, but she became insane and was cared for in Holme Lacy. Charles became MP for Hereford in 1784 and High Steward in 1794. He had a town house in Broad Street which Nelson visited in 1802. The building later became the City Arms and is currently Barclays Bank. Charles commissioned John Duncumb's "Collections towards the History and Antiquities of the County of Hereford". He died in 1815 and Frances survived him by 5 years. She was buried in St Cuthberts, Holme Lacy where their hatchments still hang. (Coat of Arms)
