AN opposition councillor has
blasted the current cabinet set-
up as ‘ridiculous’ after being re-
fused permission to ask an officer
a question during an important
meeting.
Cllr Jim Kenyon stormed out of
Herefordshire Council’s Cabinet
at Hereford Shirehall seconds af-
ter being barred from putting his
question to the authority’s foster-
ing team manager.
The It’s Our County member was
refused permission by deputy
council leader Cllr Patricia Mor-
gan, who was leading the meeting.
. Usually, protocol is for questions
for officers delivering reports to
be asked by cabinet members,
leaders of opposition parties and
the main scrutiny committee
leader — none of which are posi-
tions held by Cllr Kenyon — plus
others at the leaders’ discretion.
“This is the problem with the
cabinet system,” he said. “To not
be allowed to ask a question of of—
ficers in front of cabinet is ridicu-
lous. I don’t feel I can properly
represent the people I have been
voted to represent.”
Cllr Kenyon wanted to ask the
council’s fostering team manager,
Carol Moreton, about the poten-
tial impacts on the children’s
budget in light of a possible re-
duction in funding for city-based
SHYPP (the Supported Housing
for Young People Project).
“By reducing the money they get
will have a huge effect on the chil-
dren’s budget,” he said.
Cllr Morgan told the Hereford
Times that Cllr Kenyon should
have put his question through his
group leader Cllr Anthony Pow-
ers, who was also at the meeting.
“Backbenchers aren’t usually
allowed a question unless it’s a
ward issue, or is at the discrev
tion of the chairman,” she said.
“Normally we would expect him
to field his questions through his
group leader. On this occasion we
had a very full agenda and that 18
why I didn’t allow the question.”
Speaking earlier this month,
Martin Samuels director for
adults and wellbeing at Hereford-
shire Council, said the authoritv
is reviewing the service delivered
within the county by SHYPP.
