And those wandering close to the county‘ 5 Welsh border have once put their images into print for the Kington Walks Calendar for 2016. The calendar features winning photographs tak- en by walkers in the 2014 walking festival as well as images by local photogra- phers. The new calendar follows the success of the first Kington Walks calendar in . 2013 which sold out. A spokesman for King- ton Walking Festival said: ‘Each image is a View seen by those on the festival's walks in and around the area of Kin gton The fifth walking festival will take place from Sep- tember 1:3 to 18. A decision made by Herefordshire Council’s cabinet member for roads and transport means the county’s Lengthsman and P3 (public rights of way) schemes will soon be tem- porarily closed to new en- trants. Current schemes have proved “very successful”, with a high take-up, but such a high level of inter- est has led to an increase in demand to provide grants and match fund- ing, a council report out this week states. “Given pressures on the council’s overall budget, additional funding is not available to meet this increased demand and meeting this demand from within other exist- ing public realm budgets would divert funds from higher priority statutory and highway safety activi- ties, ” it said “The role played by par- ish councils in relation to maintaining the public realm and public rights of way network is valuable and it is important not to undermine the commit- By Jessica Phillips 01432 845884 jphdherefordtimesicom Twitter ILhi't‘lTnewsroom ment of parishes to this work.” Grant levels for individu- al parishes’for 2016/17 will stay at the same level as in 2015/16. While Herefordshire Council said it is disap- pointed to have to tempo- rarily close the schemes to new applicants, the local authority considers it the most “appropriate” way of maintaining enthusi- asm for the delivery of the services by parishes while avoiding an unauthorised budget overspend. A separate report will consider the way forward for 2017/18 and onwards, the council added. It will enable engagement with parish councils over the next few months to en- sure any changes can be considered when parishes set their precept for the 2017/ 18 financial year. The decision means that 103 parishes will be in- cluded in the lengthsman scheme and 30 will not. A total of 86 parishes will be included in the P3 scheme while 47 will not.
