It will be news to the public that every sixpenny telgram received at the Post Office involves that department in a loss of five- pence before delivery . But this is what Mr. Hobhouse told the House of Commons last week , and amply explains the reason why the telegraphic alone of the three main departments of the G.P.O , fails to pay its way . The telephone , on the other hand , is bring in a greater revenue still were the value of words to be weighed by their for- cibleness . For there is still much room for improvement in the service , and delays are too frequent as yet to make us entirely en- thusiastic over the transfer from Company to State .

LOCAL TOPICS .
That our dusty roads are a menace to the welfare of the district as well as to the public health , was shown by a statement made by a Councillor at the last meeting of the Ross Rural District Council . A gentle- man had come to look at a house at Wilton , and while he was waiting for the keys , several motors passed , and the dust was so great that the gentleman said he could not live there . Tar - spraying , as a temporary expedient , is certainly of some use , and no time should be lost in having the streets and roads properly treated . There is every prospect of a record number of people visit- ing this neighbourhood during the next few months , and it will surely be the wish of every resident that the enthusiasm invariably aroused by our unrivalled scenery should not be marred by badly kept roads . "
£ 14,743 is the figure at which the Govern- ment Valuer sets the value of the Ross Workhouse . As an investment reckoned at
£ 6 per cent . per annum , the rent should be somewhere about £ 900 . Even putting it at the most modest return of £ 4 per cent on the money , the rent would be £ 600 per an- It may be gratifying to the rate- payers to feel that they possess such a valuable property , but when the rate

collector sends in his demand note based on the sum above - mentioned , the pleasurable prospect will undergo a decided change .
The second reading of the Health Resorts interest to Ross . The Bill is to empower and Watering Places Bill is of considerable Urban Councils to spend not more than a penny rate in advertising the advantages of their districts as health resorts . The benefits likely to accrue to the trade and general prosperity of the town from advertis ing has been conclusively proved by the all too modest efforts of the Ross Traders ' Association . The effect of a growing popula- tion on the rateable value of the town is a matter of vital interest to every inhabitant , whilst to the tradesman it makes all the difference between genteel poverty and a sound financial prosperity .
Lord A. Thynne , Unionist M.P. for Bath , seconding the motion , pointed to the part advertising played in attracting hundreds of thousands of people of all nationalities to Switzerland . Nearer home there was the example of the Great Western Railway , which , by profuse advertising of what they themselves had christened " the Cornish Riviera , " beguiled a large number of the more guileless of his fellow countrymen ( laughter ) into the belief that they would find among the Cornish villages perennial sun , sumptuous casinos , turquoise - blue sea , luxurious cooking , and various other de- lights . They had been so sucessful that they were able to run trains de luxe daily from London .
The extensive advertising by tourist agencies induced large numbers of estimable and cultured people who dwelt on the slopes of Hampstead and Brixton - rise , at great personal inconvenience and unnecessary ex- pense , to visit Rouen and other foreign places in order to study Gothic architecture and to visit the birthplace of William the Conqueror when , owing to ignorance or the want of advertising , they had never troubled to see English architecture or to visit historic sites equally interesting in this country .
