This court was held on Monday , and it was also the annual licensing sessions . The Magistrates présent were Sir James Rankin , Bart . , Mr W. Bankes , Mr. G. W. Davey , and Capt . A. S. Trevor . A SOBER DIVISION . Supt . J. Broad , in presenting his annual licencing report , laid before the justices a list of public houses and beer houses in the division . During the year all the houses had been regularly visited and found to be generally well conducted . He had had ho occasion to summons any person for any offence against the tenor of his licence . Two persons had been proceeded against during the year for drunkenness , a decrease ac com- pared with last year , two being convicted as against two in 1912. There were no new applications to come before their Worships that morning , and no objection was raised against the old licence holders . Sir James Rankin said there was a very great difference in the number of cases of drunkenness that day as to what it used to be several years ago . He could remember the time when they had had as many as in fifty to deal with that division . But he thought the present state of affairs was a great credit not only to the police , but also to the general public . He hoped the day would soon come when there would be no drunkenness at all , and that the public houses would become what they should be , the working men's clubs , and the report wood End Division . 1st Battalion Herefordshire Regiment this year spoke very highly for the Hare- ORDERS .
