COL . MIDDLETON BETTER . The CLERK said Colonel Middleto called upon him , and he wished to than Councillors for their kind inquiries co ing him during his illness . He was very much better , but he hoped the C would excuse him for a month or so the weather got more favourable a little warmer .
The CHAIRMAN said he knew he s be expressing their joyful feelings whe said how pleased they were to know Colonel Middleton , whom he met out other day , whs progressing so favour They would , he was sure , welcome the
news .
THE FIRE BRIGADE ACCOUNT The CHAIRMAN Has any member questions to ask ?
Mr. KNIGHT said he had one or questions to ask in reference to the audi report .
He believed a sum of money paid in by mistake in connection with fire brigade accounts , and part of that ahout £ 15 , was returned to this Cou The questions he wished to ask were thes 1. Why was the money paid out in the place by the Council , and why was it a wards returned ?
2. Is there a receipt in the possession of Council upon which attendances at fire charged , and has it been found out such attendances were not made ? 3. - Has this Council received a book in w items have been charged and paid for eerning work at the fire brigade sta and that such work has not been autho hy this Council ?
or to
Mr. WATKINS said he rose to a poi order . This was absolutely out of o and Mr. Knight had no right to ask t questions according to the standing ord as these questions cast reflections upon officer of the Council . The standing of he referred to was as follows : - " Before public business is entered upon , questions permitted to he put to the Chairman or Clerk . the Chairman of Committee conected with the busi the Council : but such quest shall not involve argument , opin innuendo , or imputations , nor contain facts except such as are strictly necessar explain such questions . A question w has been fully answered may not be newed , and , in answering a question , matter to which the same refers is not to debated . " He ( Mr. Watkins ) submit that these questions did involve innuend imputations , and were entirely out of or
of
The CHAIRMAN . after reading the question again , said he was well in to with the business of this Council , and thought Mr. Knight had a right to ask first question , and it was only a question whether their Tearned Clerk or the Chair of the Brigade Committee should answer Mr. COLE , as Chairman of the Fina Committee , said he thought the onus answering the question fell upon the Cle as part of those accounts referred to came before he was made Chairman of Finance Committee ; therefore it was certa
ly a question for the Clerk .
Mr. WATKINS disagreed , and said proper way to bring this matter before Council was by notice of motion . That the only straigthforward way of doing t as the questions cast reflections , and officer whom those questions affected sho be present to speak in his own defen This was un - English and unreasonable , a he objected to such questions being ask It was the same sort of thing when N Knight sent that other letter to the Coun As a member of the Council , Mr Knig should do the business in the proper wa
and give notice of motion .
The CHAIRMAN : That would he t wisest procedure to adopt . Mr.
BUTCHER : What is the good raking up old matters of years ago ? If M Knight attended this Council regularly would see what was done , and would come here and stir up old matters in t way . We have something more to do wi our time . The CHAIRMAN said he could not all these matters to be argued . The quest they had , got to decide was whether the questions should be answered . If they we on the procedure which this Council h always adopted he thought Mr. Knight h a right to ask these questions .
Mr. WATKINS said the proper way was bring them forward by notice of motion , they were asked for receipts and vouche and these could not be given by asking question .
Mr. BUTCHER : Is there anything in t questions at all ?
a matter
The CHAIRMAN said the questions h been asked in public , and as policy , and for their own sakes , they shou be answered . The questions , in his opinio were not out of order as far as he was ab to judge .
Mr. HALL ( to the Clerk ) : Can you answ that first question without casting any flections upon any one of the officers of t Council P
The CLERK said he could not .
Mr. BRAWN said it would simplify m ters if the Chairman would decide at on whether all the questions should be answer or not . They need not take each quest separately .
Mr. KNIGHT said these matters had be investigated already . The Captain of Fire Brigade threw out a challenge in t newspaper that any ratepayers could go a inspect his books . He ( Mr. Knight ) took the challenge , and sent a letter to the Pre but it was not inserted .
The CLERK said he could answer the qu tion , but as a matter of fact he thought would be much better if a notice of moti were given .
Mr. KNIGHT said he was entirely in t hands of the Chairman . He had been ask by influential ratepayers to bring this m ter forward . They did not want these m ters kept back , and these large ratepay were surprised that this Council had brought these matters out before .
Mr. WATKINS said these questions c reflections , and Mr. Knight has just s that he challenged the Captain of Brigade . This sort of thing was un - Engl and he had no right to do it in this way . Mr. KNIGHT said all he wanted straightforward answers to straightforw questions . He wanted the truth , the w truth and nothing but the truth . The CHAIRMAN said if these questi were not answered , it would appear as tho the Council had something to hide . He k of nothing that they wished to keep back , personally he should prefer the quest being answered and done with . He did want it to go forth as if this Council keeping matters back that the public she know . He was always ready to face his
