tells in the end . Not only is this true of individuals but also as regards things of use . Trial and experience are the touch- stones of merit . From time to time all sorts of medicines have been put before the public , and the names of most of these are long forgotten , but Beecham's Pills , which have been in ever - increasing use among all classes of society for three generations , have a greater popularity to - day than ever . Over 6,000,000 boxes are sold annually . Think what these figures signify ! Lord and Lady Bute in the East .
Lord and Lady Bute have gone for a trip to the East , leaving their children in the care of Dowager Lady Bute , who has gone out to Bordighera to be with them . Lord and Lady Bute will visit Jerusalem , where the late Mar quess owned a good deal of property , b - ith in- side and outside the city . Society , meanwhile , is having quite a gala week . Perhaps the most intrinsically interesting of their Majesties ' engagements was the visit on Monday evening to the Archbishop of Can- terbury and Mrs. Davidson at Lambeth Palace . Contrary , I believe , to the general
idea , Royal visits to the Primate " at home " have been few and far between , and it is asserted , with what degree of historical authority I cannot say , that never have King and Queen visited the Palace together . The Queens of England , however , have had re- markable associations with Lambeth Palace , some of them pleasant , others stormy , others tragic and exceedingly sorrowful . Was it not Queen Mary of Modena who on that turbulent night in December of 1688 came into Lam- beth Palace by way of the Horseferry , and there waited with the little Prince James for the coach to Gravesend ? It was , too , I be- lieve , in the historic Guard Chamber , the scene of Monday's banquet , that Anne Boleyn was placed on trial . " After dinner King George and Queen Mary were immensely in terested in their tour of the wonderful medieval palace .
Man Who Worked His Way Up .
The late Sir Frank Ree was an interesting example of the class of man whose supposed disappearance from our railway companies Lord Claud Hamilton has been deploring , says the Westminster Gazette , for he owed his advancement to nothing save his own talent , and worked his way up from the bottom through all grades . The London and North Western Railway has been notable for such cases . There was Sir George Findlay , who began in a quite humble capacity under- Thomas Brassey on the construction of the old Trent Valley line ; and later there was Sir Frederick Harrison , whose career was very similar .
The Wrong Letter .
The arrangement of Income - Tax which Mr. Asquith announced was under consideration recalls to the Tatler a story of one eminent literary man who called to see another . " Read that , " said the host , thrusting a manuscript into his guest's hand . There was some- thing like an increase of £ 560 on the last four years . The committee thought that the district roads had now got into a condi- tion and that there should now he a reduction in the cost of those roads . Of course , there was a large accumulation of stone last year that was not rolled in . whilst last year was an excessive high one for the , cost of rolling in the stone . MAIN ROAD CONTRACTS . The CLERK reported that the question of the tenders for the supply of materials and the haulage for the main roads had been referred to the Contracts Committee on the strength of receiving this letter from Mr. Jack , the County Surveyor :
Dear Sir ,
Shirehall , Hereford , 16th January , 1914 . Main Roads .
In reply , to your letter , beg to inform you that there will be no alteration in the pro- cedure in connection with the maintenance of main roads for the year 1914-1915 . Yours faithfully ,
G. H. JACK . County Surveyor .
J. F. Arnold , Esq . , Ross . Continuing the CLERK said that on the strength of that letter the Council decided to advertise for tenders , and he had been put to considerable trouble in scheduling those tenders and preparing the numerous tende : forms . But on the morning when the committee had met to go through those tenders , he received the following communi- cation from Mr. Jack .
Shirehall , Hereford , 11th February , 1914 . Main Roads
Supply and Haulage of Materials . Dear Sir , I presume you will obtain ten- ders for the supply and haulage of materials for the Main and District Roads at the same time .

But after the exception- ally fine winter , and this increased expendi- ture on the district roads , the committee considered the time had arrived when the cost should be curtailed . There was not the slightest doubt that there would be a very heavy increase in the county rate . He should not like to say what . At any rate they did not think they could do with less than a 5d . rate , which was twopence less than the one for the corresponding period last year . He would , therefore , move that the estimates he I shall be glad if you will kindly let me accepted and that the rate of 5d . in the £ know when you expect the tenders to be in , he issued for the ensuing half year . so that the County Committee may be called Mr. POWER : What do you mean about to consider same . The OLERK said that when that letter was read to the committee they felt that they had not been treated properly by Mr. Jack , and he ( the Clerk ) was authorised to write this letter , which he did .
Mr. MURDOCH : That increase is on the
average for the last four years . In 1910 the cost was £ 3,768 , and in 1913 the expenditure . was £ 5.371 .
Mr. POWER : Then you are striking the average for the last four years ?
Mr. MURDOCH : Yes , that is so . Union Offices , Ross , The CHAIRMAN said he would second the 12th February , 1914 . adoption of the estimates .
