truths committed to her keeping , and some times the philosophers have turned out to be mistaken , and traditional Christianity has , in the course of time , been completely vin dicated . But in the years gone by this kind of discussion was carried on in a compara- tively limited circle . Learned men wrote learned treatises on one side , and other learned men wrote learned answers on the other , and the general community knew little or nothing of what was going on until eventually the conclusions which had been arrived at , quietly and naturally filtered down to them . But we live in days when all this is changed , owing to the omnivor ous appetite for reading , happily induced by the universal spread of education , and dis- cussions of this character can no longer be confined to limited and select cricles , but are carried on in magazines and daily news- papers , to the no small confusion of unlearn- ed and simple - minded Christians who are not in the least fitted by training or in- tellectual ability to either to take in the points of controversy or to weigh the evi- dence on the one side or the other . The result is wide - spread distress and unsettled faith , which is regretted , we are bound to believe , quite as much by those who pro- pound what they hold to be new lights upon Christianity , as by upholders of the orthodox tradition .

The report dealing with elementary school teachers states that the Committee received the report of Sir George Hardy and Mr. Fraser , actuaries , stating that the cost of amendments of the superannuation system introduced by the Elementary School Teachers Superannuation Act 1912 is equivalent to an annual charge of £ 279,287 . The Committee say it follows from this that the only improvements it would be open , under the terms of reference , to propose in the system of superannuation of elementary school teachers would be those which would involve no additional expendi- Without having the collected opin- ions of the teachers and others concerned they do not undertake to pronounce whether there are any such improvements to be recommended or not , but the question how a certain sum of money may best be applied towards improving the superannua tion system is so very different in kind from the question whether the existing system . can be improved without any additional ex- penditure that the Committee have decided to lose no time in submitting the report of the actuaries .
