BODY FOUND IN A POND AT LLANWARNE .
Mr. T. Hutchinson ( county coroner ) con- ducted an inquiry at the Axe and Clever Inn , Much Birch , on Wednesday , into the circumstances of the death of a gardener named John Gilbert , who was found dead in
a pool at Llanwarne on January 19th . Mr. G. J. Hyslop was chosen foreman of the jury . Sarah Ann Gilbert , wife of deceased , who was naturally very much upset , said her hus- band was 52 years of age , and was a domestic gardener in the employ of Mr. Wilks , Las- kett Farm , Llanwarne . He left home about 7.30 on Monday last , and that was the last time she saw him alive . He appeared in his usual alehth then , although on Sunday he was very depressed . He had had notice to leave his work . Some twelve years ago he met with an accident when in charge of the horses , and after that he had influenza . He became very depressed , and never seemed to regain his ordinary health . She did not think that the fact that he had to leave his work depressed him very much , because he
had had notice once before .
G. W. Wilks , deceased's employer , said Gilbert had been with him over two years . He discharged him in 1911 because of his peculiar habits , but he took him back again . Last summer he appeared quite irresponsible for his actions , and although he was fre- quently discharged he always came back again . He had never been away from his work except when he was given a short holi- day last summer . To his mind , deceased's mind was unhinged , although he did not notice anything exceptional about his con- duct during the past few days . Deceased had notice to leave in March .
John Eaves . Laskett House , coachman in the employ of Mr. Wilks , said he saw de- ceased feeding fowls at 8.30 a.m. on Monday pond was . morning . He was in the meadow where the Witness had to go to Fawley Gilbert was missing . Station , and on his return he noticed that He gave the fowls their mid - day meal , and then looked in the pond , and saw something in the water which
looked like a jacket . He also thought he
could make out the shape of a man lying face He called Mr. Payne , and downwards . with a pole they got the body out of the water and communicated with the police . He had noticed peculiarities about the de- ceased , but since Christmas he had been
much better .
By a juror : The pool was very deep in one place where the deceased had been digging for stones . Only recently Gilbert had cleaned it out . The bottom was rock and not mud . The banks were rather steep , but he did not think deceased fell in , because he had no footmarks leading straight to the water , and occasion to be near the pook There were there was no sign of a slip . The body was some three or four yards from the edge of the pool - about in the middle , and the water was some three feet deep . saw deceased he was 50 yards from the pond . Clement Payne , Pennypit , said he helped pond , and he corroborated the evidence he the last witness to get the body out of the had given on that point . Mr. W. LEWIS said that as Chairman of the Parish Council . he had been asked , at the instance of several ratepayers , to call this meeting , and he would ask that someone be proposed as Chairman of the meeting . Major LESLIE proposed that the chair be taken by Mr. Lewis , and this was put to the meeting and carried unanimously .
Mr. LEWIS , after outlining the objects of the meeting , read the following petition , which has already been signed by 142 rate-
payers : -
Esq . , M.P ..
To the Right Honourable John Burns , President of the Local Government Board . Whitehall .
Sir .
Whitchurch ( Herefordshire ) Water Supply . We , the undersigned ratepayers of the above parish would humbly venture to hereby supplement previous representa- tions made directly , and also through the medium of our Parish Council , to your Department .
We are greatly concerned to learn that your inspector's latest report indicates an intention to establish a scheme .
We would now further submit that in regard to the suggestion of the Medical Officer of Health , that water supplied through the Tank Storage , system is un- certain in quality , and liable to change .
that hitherto the water so supplied has been found aufficient and suitable for the needs of the inhabitants using the same . and that any minor defects may easily be satisfactorily remedied in individual cases . We humbly anhmit that as no deleterions effects to health have occurred , either in the nature of an enidemic disease or even isolated cases of illness . that until there is stronger evidence of danger in this re- snect it will he premature to adopt the scheme now contemplated .
We would point ont that this scheme provides for those inhabitants only who reside near the brook and river , and who in many cases have wells , and leaves the inhabitants on Doward Hill whose needs may presumably he supposed to be infinite- lvgreater , precisely in the same position as heretofore .
"
The CHAIRMAN then asked that opinions . might be expressed on the subject . He also expressed pleasure at seeing Mr. Herbert ( the Chairman of the Whitchurch Rural District Council ) present , who has recently recovered from an accident sustained at Christmas . from an a
Major MEDGE inquired if the scheme was adopted . who would the rate fall on ? The CHAIRMAN : The whole of the parish . It was also stated that the rate would he 4d . in the £ , and that the people on the Doward would have to pay even if they did not have the water ..
Mr. SNELL said he understood , under
this scheme , that one - third of the inhabi- tants would be supplied , and two - thirds left
out .
The CHAIRMAN said that it would be three - fifths left out . The numbers would be 200 supplied , and 300 left out . There had not been any plans submitted to the Parish Council , only to the District Council . Mr. JAS . HERBERT said he was not a ratepayer . but as Chairman of the Rural District Council he agreed with the remarks of Mr. Lewis . His opinion was that it was almost no good . He was very sorry he was too unwell to attend the last inquiry . He had come to that meeting to find out what the parishioners desired , but he could tell them that the Local Government Board were very anxious to get a water supply , and they were very sweet on the Lewstone scheme .
Mr. GARDNER said he should like to know why the water could not be taken over the Doward , and then into the village . If this could be done . he should be strongly in favour of it ( hear , hear ) .
Mr. HERBERT said it could not He done . The gravitation would not permit .
Mr. CRACKLOW said according to some authorities the water they got from the sky was the best that could be got , and it was that if filters were used , the water would be purer than from wells : and he suggested perfectly pure , especially if they cleaned out their tanks , at least once in two years . Mr. HERBERT said that in a letter from the Local Government Board they said that this scheme might be carried out as a start ( laughter ) . Probably in two years hence they would want it taken to the top of the hill . It would mean a very heavy expense , for he thought the scheme would cost be- tween £ 5,000 and £ 6.000 in the end . Al- though he was not a ratepayer , he should be very pleased to sign the petition as Chair- man of the Whitchurch Rural District Council ( applause ) ,
We therefore pray that your Denartment will not proceed to enforce a scheme for which there is no demand . except on the part of one or two inhabitants , and fo which the remainder are strongly onnosed . Whitchurch . Ross . Jan. 14 , 1914 . Continning . Mr. LEWIS said the reason for calling that meeting was because the matter had become urgent on account of the pressure which was being brought by the Local Givernment Board on the District Council , and unless something was done very shortly the District Council would be forced to proceed . Therefore , they had the oppor- tunity of discussing the matter that even- ing . He thought . in the first place , that they should consider the history of the mat- ter . Some four years ago , a complaint was forwarded to the Local Government Board by an individual . who was not even a rate paver , concerning the supply of water to the village . The complaint had been renewed with such persistence that they had now arrived at the present critical position . The first move of the Local Government Board was to institute an inquiry in October . 1912 A commissioner was sent down . and in the Schools he Heard the opinion of the Medical Officer . the engineer , and others . He then asked if there was any opposition , and , as they would remember , there was a lot of on- position from Parish Council members , also a petition , and the opposition was unani - water ? mous . He did not want to " beat a dead horse , " because they knew the scheme was Mr. CRACKLOW : I could put up 2,000 then gallons an hour . With this alternative abandoned . Ross and District League match on Saturday Quite a good crowd witnessed the only last at Over - Ross , when Ross Kyrle defeated Plough ( A ) Ross St. Mary's by six goals to nil . It was Noah's Ark a poor , uninteresting game ; but perhaps the Jockey moderate display was largely due to the soft Railway surface of the ground , on which the players Plough ( B ) had extreme difficulty in keeping on their King's Head feet . tells in the end . Not only is this true of individuals but also as regards things of use . Trial and experience are the touch- stones of merit . From time to time all sorts of medicines have been put before the public , and the names of most of these are long forgotten , but Beecham's Pills , which have been in ever - increasing use among all classes of society for three M generations , have a greater popularity to - day than ever . Over 6,000,000 boxes are sold annually . Think what these figures signify ! Could this remedy have so extraordinary a sale if it did not supply a real need , -if it was not of genuine worth , if it did not perform what is promised ? A reliable preparation of the most efficacious and carefully selected ingredients of vegetable origin , these pills are of unequalled value for the relief and cure of those digestive irregularities which appear as bilious- ness , constipation , flatulence , failing appetite , dyspepsia , headache , and the depressed conditions of mind and body that accompany such disorders . When- ever you need a corrective medicine , as everyone does at times , you should take
