THE COMMITTEE'S REPORT . The monthly meeting of this Council was held at the Council Chambers on Monday evening , when the members . present were Mr. James Meredith ( Chairman ) . Mr. John Brawn ( Vice - Chairman ) , Mr. J. H. Hall , Mr. Trevor Watkins , Mr. J. F. Davies , Mr. R. Drew , Mr. W. R. Lewis , Mr. W. E. Cole , Mr. W. Butcher , with Mr. Ernest R. Davies ( Clerk ) , Mr. F. Ricketts ( Sanitary Inspec- tor ) , Dr. A. J. Campbell ( Medical Officer ) , and Mr. A. H. Pearson ( Surveyor ) .
SECONDARY SCHOOL AND RATEABLE
AREA .
Mr. HALL asked if anything farther had been done by way of approaching the County Council with a view to getting the rateable area for the purpose of the Ross Secondary School extended .
Mr. COLE said with the Chairman's per mission he would answer that question . A committee had been formed to go into that . question , but owing to the illness of Colonel Middleton little or nothing had been done
hands of the Streets and Lighting Commit tee . He ( Mr. Hall ) proposed the adoption of the report .
Mr. DREW seconded ; and it was carried . OTHER ITEMS .
The question of erecting the new pens down at the Cattle Market was referred back to the Markets Committee for further con- sideration .
Prospect to decide where the three beech The sub - committee appointed to visit the trees , kindly given to the town by a gentle- man , should be planted , reported that two should be planted on the east side , and one as the planting , it was said , would not in on the south side , which was agreed upon , any way interfere with the water tank there .
The CHAIRMAN read a letter from the Rev. W. A. Powicke . with reference to the vited the members of the Council to a meet- Humane Slaughtering of Animals , which in- ing at the Ross Secondary School on the 18th proximo , when an address on this sub- ject would be delivered by Mr. R. The CHAIRMAN said he hoped when the question did come forward . that those people who sent their children to the school from the ontside district would contrihnte , and not allow the poor ratepayers in the urban area to pay for the education of their
children .
FINANCE REPORT .
Mr. COLE , Chairman of the Finance Com- mittee , said they had in the treasurer's
hands the sum of £ 858 12s . 11d . They had passed bills to the extent of £ 857 2s . 9d .. which , when paid , would leave a credit bal- ance on the current account of £ 501 10s . 2d . The committee had before them a letter from Messrs . Cooper and Preece , the agents for the County Fire Office , in reference to the Edde - Cross - street fire . The letter stated that under the circumstances , the Fire Office would be quite willing to pay three fourths of the extinguishing expenses , taking into consideration that there was no liability on their part . The company trusted that the Conncil would accept that very fair offer . and they would hand over the cheque of £ 2 198. as soon as the heard that it would be accepted . With a view to saving further correspondence or expense , the committee now recommended the acceptance of the
offer . With regard to the Council Chambers . the committee did not agree to the letting of those rooms for the nurnoses of parties and social gatherings . He ( Mr. Cole ) would propose the adoption of the report .
Mr. WATKINS seconded , and it was carried .
Mr. COLE said the total amount of the urhan rate was £ 1.441 18s . d . The sum collected on that rate was £ 827 88. 8d . , which left a sum of £ 614 10s . 1d . still to be collected .
SANITARY COMMITTEE'S REPORT .

With reference to the letter from the County Council , stating that they could establish an isolation hospital in any district where sufficient accommodation had not been pro- vided before June next , it was recommended that a small committee should be appointed to confer with the Rural District Council ,
with a view to coming to terms with that Council , and to ascertain whether arrange . ments could be made to send the urban

MEDICAL OFFICER'S REPORT .
At the National Conference held in Man- Brotherhood Campaign in the autumn of 1914 , with the primary object of making the manhood of the country acquainted with the Brotherhood Movement , its aims and ideals , its world - wide character , and of declaring to every man in the land the message the Movement has to the people of our own times .
astonishing and most gratifying rapidity , so Whilst the Movement has spread with an that its members and adherents in Great Britain are estimated at over half a million , the fact that there are over two million mem- bers in the organised trade unions of the country , and that the adult male population is several million , it is clear that though there is cause for profound thankfulness to Almighty God for the measure of success the Movement has attained , we are only at the beginning of the work for which the Move- ment was brought into being . Moreover , there is a deal of lonce thinking , and many erroneous notions held concerning the Move ment . The time is now ripe for declaring in
clear and unmistakable terms what the
Movement stands for , what we are driving at , and of proclaiming our Message far and
wide .

CRUELTY TO CATS AND DOGS . To THE EDITOR OF THE Ross Gazette , Sir , -Will you please allow me a small space in your valuable paper to protest against the practice of laying poison about , unprotected , on the Greytree Estate . There have been poisoned , at least , four valuable dogs and several cats within this past month . I only wish the individual could have seen the dreadful death I witnessed of one of the dogs . I feel sure if a spark of humanity re- mained in that individual he would never again indulge in such horrible practice . I hope the Police will soon bring the right per- SUFFERER .
