THE ROSS MANAGERS .
It has transpired that at the recent meet- ing of the Managers of the Ross Council Schools , when the subject of the teachers ' dispute was discussed in Committee , five members voted in favour of appealing to the Board of Education for arbitration , and a similar number supported the County Educa tion Authority . The Chairman ( Mr. F. S. Collins ) , who is a member of the County Education Authority , is stated to have given his casting vote in favour of supporting that body . It is said that the Rev. J. W. Kettle ( the new Baptist minister at Ross ) whose ap- pointment as a Manager of the Ross Council Schools was sanctioned by the Herefordshire County Conucil two days previously , was not notified of that officially until after the the meeting his vote would have turned the Managers ' meeting ; and that had he been at scale on the side of the arbitration .

THE COMMITTEE'S REPORT .. The monthly meeting of this Council was held at the Council Chambers on Monday evening , when the members present were Mr. James Meredith ( Chairman ) , Mr. John Brawn ( Vice - Chairman ) . Mr. J. H. Hall , Mr. Trevor Watkins . Mr. J. F. Davies . Mr. R. Drew , Mr. W. R. Lewis , Mr. W. E. Cole , Mr. W. Butcher , with Mr. Ernest R. Davies ( Clerk ) . Mr. F. Ricketts ( Sanitary Inspec- for ) , Dr. A. J. Campbell ( Medical Officer ) , and Mr. A. H. Pearson ( Surveyor ) .
SECONDARY SCHOOL AND RATEABLE AREA .
Mr. HALL asked if anything farther had , heen done by way of approaching the County Council with a view to getting the rateable . area for the purpose of the Ross Secondary School extended .
Mr. COLE said with the Chairman's per- mission he would answer that question . A committee had heen formed to go into that question , but owing to the illness of Colonel , Middleton little or nothing had been done . in the matter . But it had not been forgot- ten or neglected .
The CHAIRMAN said he hoped , when the question did come forward , that those people who sent their children to the school from the outside district would contribute , and not allow the poor ratepayers in the urban t to pay for the education of their
area children .

FINANCE REPORT . Mr. COLE , Chairman of the Finance Com - t mittee , said they had in the treasurer's hands the sum of £ 858 12s . 11d . They had passed bills to the extent of £ 357 2. 9d .. which , when paid , would leave a credit hal- ance on the current account of £ 501 10s . 2d . The committee had before them a letter from Messrs . Cooner and Preece , the agents for the County Fire Office , in reference to the The letter stated . Edde - Cross - street . fire . that under the circumstances , the Fire Office would be anite willing to pay three fourths of the extinguishing expenses , taking into consideration that there was no liability on their nart . The company trusted that the Council would accept that very fair offer . and they would hand over the cheque of £ 2 19s . as soon as the heard that it would be accepted . With a view to saving further correspondence or expense , the committee now recommended the acceptance of the , offer . With regard to the Council Chambers . the committee did not agree to the letting of those rooms for the nurnoses of parties and social gatherings . He ( Mr. Cole ) would propose the adontion of the report . Mr. WATKINS seconded , and it carried .

SANITARY COMMITTEE'S REPORT . Mr. LEWIS , as Chairman , read the report F of the Sanitary Committee , which stated that the committee approved of the action of the Medical Officer in sending the three T cases of scarlet fever to the isolation cottage t at Hope Mansell , and the expenses incurred . With reference to the letter from the Connty i Council , stating that they could establish an isolation hospital in any district where sufficient accommodation had not been pro- c vided before June next , it was recommended t that a small committee should be appointed to confer with the Rural District Council , with a view to coming to terms with that Council , and to ascertain whether arrange . ments conld he made to send the urban cases to the isolation cottage at Hope Man- sell . The Inspector verbally reported that he had experienced difficulty in getting the returns from the keepers of the common . lodging - honses , and they recommended that the Clerk should he instructed to write to the keepers of these houses intimating to them h that if any future complaints were made re specting this , the Council would have to take into consideration the instituting of proceed- ings before the Justices . He proposed the adontion of the report as a whole .
Mr. HALL seconded . and it was carried and the committee appointed to confer with the Rural Council re isolation -cottage com- prised Mr. J. H. Hall . Mr. J. F. Davies . and Mr. W. R. Lewis .
Mr. RICKETTS reported that the beds at the common lodging - houses had been occn- pied 2.289 times .

MEDICAL OFFICER'S REPORT . Dr. CAMPBELL reported that six cases of scarlet fever had been reported to him Of since the last meeting of the Council . those , two had occurred in a house where a case had already developed , and were eri- dently infected hefore the fresh case had f been diagnosed and isolated . Of the other eases two ( a mother and son ) occurred in a public house in the town , and were not re- cognised until they had reached the desqun- mating or " peeling " stage , the most infec tious stage of the disease . As it was quite impossible properly to isolate these two cases . and equally impossible to allow them to re- main on the premises , and at the same time to allow the house to be kept open . he ( the doctor ) , after consulting with the Clerk and the Chairman of the Sanitary Committee . and with the consent of the Ross Rural Dis . trict Council : had them removed to the Rural District Council's Isolation Cottage at Hope Mansell . The same process had to he adopted in another case , a servand girl where . there was a fear of infecting a young child , if she had remained were she was .
Mr. HALL proposed the adoption of the doctor's report .
Mr. COLE seconded , and it was carried .

STREET COMMITTEE'S REPORT . Mr. HALL presented the Streets ' Commit- tee report , which included a letter from the County Surveyor in reference to the danger- ous corner at the Millpond , in which the County Council expressed their willingness to pay half the cost of the alterations and im- provements , provided the total cost did not exceed £ 15 . The letter further added that if at any time the owner of the property wished the fencing or the walling removed , the cost of so doing would be borne entirely by the Urban Council . The committee re- commended the acceptance of the terms stated . With regard to the letting of the Town Hall for the Ross United Mission , it was decided to agree to the acceptance of The 3s . 6d . in discharge of the claim . tender of Messrs . George Whitcher , Ltd. , for the work at Millpond Corner . Wall , at a Messrs . of £ 10 , cost was accepted . Webb , Hall , and Webb's tender for hay at A was accepted . £ 9 12s . 6d . per ton letter was also received from the County Surveyor with reference to the Urban main roads , which stated that there was no doubt the haulage of large quantities of stone over the urban roads , for the reconstruction of the length Mr. Deakin mentioned , would It would , thera cause a good deal of wear . fore , be better to keep them in fair condi tion . If any of the roads were weak , it would be a wise proceeding to lay dow limestone as suggested . The committee re commended that the Town Surveyor shoul be instructed to follow out the suggestion of the County Surveyor , and to hire th steam roller for a day or two from the Ro Rural Council . The plans produced by Mi Williams for the cottage in Brampton - stre were allowed to stand over until a descri tion of the proposed work was specified required by the bye - laws . The Clerk repor ed that he had had two enquiries for t sale of the refuse destructor .
