respect of the person , and therefore the funds of the Committee suffered . In addition the doctor would not receive any payment in respect of the person . Unfortunately the Clerk failed in many cases to obtain the index slip , and then he made out what was known as a suspense slip , but those slips were kept separately and were not included in the ordin- ary lists . The doctors as a result were not aware of it , and they attended the persons under the impression that they were on the lists and they were being paid for them , but they were not . In July last there were 26,540 persons on the doctor's lists in Herefordshire , and there were 3,357 suspense slips in the suspense register , so that there was rather more than 12 per cent . of the persons on the suspense list . Let them consider what that meant in money . For every person who was on the suspense register a year the Committee lost a sum of 9s . , so that the total loss was € 1,500 and the loss for the last three years would have been £ 4,500 . It was an annual re- curring loss and there was no information be- fore them that the number was not increasing . From the doctor's point of view he ( Dr. Wil- liams ) had 62 persons on his suspense list , and that represented to him a loss in three years of £ 60 . Personally he did not suspense his patients or the loss would have been greater . He contended that these figures revealed a deplorable state of affairs . He would not be satisfied unless there was a definite promise given that steps would be taken forthwith to reduce the number . The Clerk ought to have given this information to the Committee long ago , but it had been withheld from them and from the doctors , and the soreness and irrita- tion which had existed between the Clerk and the doctors was attributable to that fact . It was hopeless to expect the Act to work smoothly , in the county if this source of irri- tation was allowed to continue . He had no doubt the excuse would be that it was owing to the war but it was evident that a dilatory and unbusiness - like state of affairs existed previously to that .
