Banks ( Chairman of the Urban District Council ) , read the Kings Proclamation as to economy in food . The National Anthem was then sung , Mr. Pennell accompanying on the cornet . Mr. Bernard Philpin addressed the gathering 072 remarking that in the days gone by they had 25 11 not thought enough of the British Empire , 16 and how little they thought that in a few years the old country would be in a state of 077 dire peril , a state which might have led to their being put under the yoke of German slavery .
