J. Windebank . SCHOOL ATTENDANCE . was Nathaniel Bayliss , Staunton - on - Wye , summoned for failing to send his son William , aged 12 , regularly to school . Mr. Evan Lewis , Attendance Officer , stated that the hoy had only made 91 out of 172 possible attendances . The mother's excuse was that the boy was being employed off and on by Mr. James Price , a wheelwright and smallholder . Mrs. Bayliss said she understood that a boy decision the Bench heard of 12 could be employed at outdoor work . Before giving a the summons against James Price , builder , Staunton - on - Wye , for taking into his employ William Bayliss , then under the age of 14 . Defendant said he was much pressed with wheelwright work and it seemed impossible to get it done . He could not get anybody to help . The boy could not do the wheelwright work , but be could relieve him of other work so that he could remain in the shop . He knew the boy was refused exemption from school , but as he was within a fortnight of 3 he thought it would not matter . In fining Mrs. Bayliss 7s . 6d . and James Price 15s . , the Chairman said the fines would not have been so heavy but defendant took no notice of the application for exemption be Mr. Price : What is the position of a boy after 13 ? John Jones . cowman , Duck Street , Staunton- on - Wye , was summoned for failing to send his son regularly to school . Defendant's wife ape peared and said she thought it was no more for the boy to work on a farm than for Mr. Sandys to take him to work in the garden . The Attendance Officer said the boy had made 50 out of 172 attendances . When he visited the home the mother said the boy had gone to work for Mr. Roberts at Hinton . He asked her on what ground and she said that Mr. Ellwood said she could take the boy from school . No application had been made to the Committee . Mrs. Jones said she saw it in the paper that boys could be taken from school to work on the land and as the other boy had gone to the Army she thought he could go in his place . Fined 59 . wife : You Defendant's wife : You must give me time to pay . I have only 12s . a week coming in . I have two little ones and that is what made me send this one to work . In reply to Commander Windebank the woman again asserted that her husband , a cowman , only received 12s . per week . She was given a month to pay . STRAY HORSE . Stephen Maddy , painter , Byford , was moned for allowing a horse to stray on highway . sum- the P.C. Williams stated that on October 6th at 12.30 p.m. he found the pony straying on the highway . Attached to the pony was a long chain agout 7 yards and it was right across the road . Defendant had been cautioned previously . The pony had been fastened with the chain on the common , but had broken Superintendent Wright said there had been many complaints about this horse straying . He had been previously fined 2s . 6d . Defendant said the horse was securely fastened when he went to work . Fined 4s . loose . NO LIGHTS . PRESENTATION TO A HEREFORDSHIRE CLERGYMAN . THE KINGTON LUDLOW . RURAL DISTRICT COUNCIL . Mr. The usual meeting of the above was held on Monday , when there were present : NEARLY FIFTY YEARS ' WORK IN THE R. de C. Peele ( Chairman ) , Mr. H. E. Whita- COUNTY . On Tuesday afternoon the Rev. Rhys and Mrs. Bishop were the recipients of a very in- teresting presentation from the parishioners of Letton and Willersley . A few weeks ago it the Rev. Rhys Bishop was resigning the two was announced that after a tenure of 33 years . livings on account of ill health . It was then mentioned that he graduated at Corpus Christi College , Cambridge , in 1866 , proceed- ing M.A. in 1871. He was ordained deacon in 1867 , and priest in the following year by the Bishop of Gloucester and Bristol . He held the curacy of Ashton - Keynes , Wiltshire , from 1867 to 1870 , when he came to Moccas in this county , where he remained till 1884 ; then he and Willersley , and there he has laboured was presented to the two livings of Letton wisely and well for 33 years . Up to last year the Rev. Rhys Bishop enjoyed good health and was very active and energetic . It there- fore came as a shock to his parishioners and friends to learn that a rapid change in his dressing his flock through the Letton Rural constitution necessitated his resignation . Deanery Magazine , of which he was the much respected editor fof years , he announced that that in consequence of continued illness since " with much sorrow and deep regret last September I feel compelled to resign the incumbencies of Letton and Willersley , which I have held for 33 years , being no longer able to fulfil the duties of my office to the satisfaction of my own conscience and to the advantage of my parishioners .
